proportion to the business done, but it is hoped that it

will operate to encourage improvement in the Restaurants.

Licences for Chinese Wines and Spirits remain unchanged.

This Ordinance and Nos. 27 and 30

form a group by the enactment of which the conditions of the sale of intoxicating liquors in this Colony has been

profoundly modified. The objects in view in brief are as

follows:-

(a). To raise additional Revenue:

(b). To introduce safeguards

to prevent the substitution of alcohol for Opium among the Chinese:

(a). To remove complaints as to the incidence of

the Licence Fees, and the evasion of the Law regarding "Adjuncts":

(d). To remove obstacles in the way of reform of

the European Public Houses, and to prevent the growth of a vested interest

in Licences.

The Ordinance was not opposed in
